Typhoon Utor (Bagyong Labuyo) Update #4 Early Evening | August 10, 2013

Utor has rapidly intensified today into a Category 1 Typhoon! Typhoon Utor (Bagyong Labuyo) was last located approximately 480km east of Virac, Catanduanes or about 830km east southeast of Manila. Latest JMA Analysis puts the maximum sustained winds at around 130kph with gusts reaching up to 185kph. TY Utor is moving westward at 25kph.
As of 5pm this afternoon, PAGASA has raised Public Storm Warning Signal #1 for Camarines Sur, Camarines Norte, Albay, Sorsogon, Northern Quezon, Polilio Island, Cagayan, Isabela, Aurora, Quirino, and Catanduanes.These provinces should expect to see stormy conditions beginning in 24 hours. Strong gusty winds and heavy rains are possible and even high waves along the coast. Please prepare now if you are in these areas and as always, consult with your local officials for the latest warnings for your region.

Typhoon Utor should move west northwestward tonight. Outer rain bands from the storm could start impacting Catanduanes and Samar beginning tonight and early tomorrow morning. Conditions along the eastern seaboard of Luzon, especially across the Bicol Region, should start deteriorating by tomorrow and will spread northward into the provinces of Quezon, Aurora, and Isabela. Utor (Labuyo) is forecast to make landfall in the Aurora Isabela area (near Casiguran) by early Monday morning as a possible Category 3 typhoon.
